These skills operate on a Tiering system that requires a Ballad or Song from a lower Tier to be used before they can use a skill from a higher one. Try using Ballad of Vigour (a Tier 1 Ballad) and then using Ballad of Swiftness (a Tier 2 Ballad). (read less)
