Quest Description:

A shade found wandering in the Barrow-downs -- meaning no ill, it seems -- felt the pull of its brother and struggles to appease whatever force has returned to awaken them.

The shade, in its cryptic way, asked you for assistance in ridding the place where he died of the fell barrow-wights.
